Public Consultation on the Draft Guidelines on Access to Information and Elections for Africa


During its 18th Extra-Ordinary Session held from 29 July to 7 August 2015 in Nairobi, Kenya, the African Commission on Human and Peoples’ Rights (the African Commission) adopted a Resolution mandating the Special Rapporteur on Freedom of Expression and Access to Information in Africa (Special Rapporteur) to develop Guidelines on Access to Information and Elections for Africa (the Guidelines).

The Resolution was adopted bearing mind that there exists no regional standard on the role of access to information in the electoral process, as a means of guaranteeing the credibility of elections in State Parties and the overall strengthening of democratic governance in Africa.

The Draft Guidelines have been developed following a series of expert meetings and is currently undergoing a consultative process.

As part of the consultative process, the Special Rapporteur invites all stakeholders to forward their inputs on the Draft Guidelines to the African Commission before 30 June 2017. This draft can be found below.
