Call for contributions on the Draft State Reporting Guidelines and Principles on Articles 21 and 24 of the African Charter relating to Extractive Industries and the Environment

During its 59th Ordinary Session the African Commission on Human and Peoples’ Rights (African Commission) adopted Resolution 364 ( mandating the Working Group on Extractive Industries, Environment and Human Rights (WGEI) to elaborate reporting guidelines that adequately guide State Parties on the information that they should incorporate in their periodic report on extractive industries, human rights and the environment, with specific reference to Articles 21 and 24 of the African Charter.

The Chairperson of the WGEI, Commissioner Solomon Ayele Dersso, has since convened two experts’ consultative meetings, in December 2016 and September 2017 respectively, following which a draft of the State Reporting Guidelines and Principles on Articles 21 and 24 of the African Charter has been developed.

As part of the consultative process, the Chairperson of the WGEI invites all stakeholders to forward their inputs on the Draft Guidelines and Principles to the African Commission before 20 December 2017. This draft can be found below.

Contributions should be sent to the Secretariat of the African Commission by email to, and before 20 December 2017.

A stakeholders’ consultation on the draft would also be held within the framework of the 61st Ordinary Session of the African Commission, taking place from 1-15 November, 2017, in Banjul, The Gambia.
