Final Communiqué of the meeting of the Committee for the Prevention of Torture in Africa

    1.     The Committee for the Prevention of Torture in Africa (CPTA) held a meeting on 23 and 24 April 2018 in Nouakchott, Islamic Republic of Mauritania.

    2.      CPTA members attending the meeting were:

    §  Honourable Commissioner Hatem Essaiem, Chairperson;

    §  Honourable Commissioner Lawrence Murugu Mute, Member;

    §  Honourable Commissioner Maria Teresa Manuela, Member;

    §  Mr. Jean-Baptiste Niyizurugero, Expert and Vice-Chairperson;

    §  Mr. Malick Sow, Expert Member.

    3.     The meeting was chaired by Honourable Commissioner Hatem Essaiem, Chairperson of the CPTA.

    4.     The meeting provided the opportunity for its new Chairperson, Commissioner Hatem Essaiem, appointed at the 61st Ordinary Session held in Banjul from 1 to 15 November 2017, to acquaint himself with the members. The meeting reviewed the activities undertaken in the past four years and developed its 2018-2019 operational plan.

    5.     This review enabled CPTA members to identify good practices to be emulated and thereby enhance the visibility of the CPTA. These include the publication of the annual newsletter and translated documents, the publication of press releases as well as the annual report and thematic reports on torture.

    6.     The CPTA decided to draft other General Comments in collaboration with civil society and partner NGOs, following the successful development of General Comment No. 4 on the African Charter on Human and Peoples’ Rights on the Right to Redress for Victims of Torture and Other Cruel, Inhuman or Degrading Punishment or Treatment (Article 5) in relation to the Robben Island Guidelines.

    7.     The CPTA adopted its operational plan for the 2018-2019 period. It includes activities based on the following four strategic objectives:

    -       Awareness-raising, information and advocacy;

    -       Capacity building of stakeholders;

    -       Preparation of studies and formulation of opinions and recommendations; and

    -       Institutional strengthening of the CPTA.

    8.     At the close of the meeting, the Chairperson paid tribute to the CPTA members for their active participation in the proceedings and for their positive attitude as well as that of the interpreters, thus making it possible to hold the meeting despite the constraints faced.
