This report covering the period 2008-2010 was prepared by the Government in close cooperation with the Uganda Human Rights Commission and some Non Governmental Organizations operating in Uganda. It has four parts namely:
- General information and basic data on the country, including the legal and institutional framework;
- The legal, judicial and practical measures undertaken by government in implementing the requirements in the Charter since its last reporting period.;
- Measures taken by government in ensuring implementation of the Charter (listed Article by Article)
- The challenges the government faces in its efforts to provide and ensure the provision and protection of human rights in the country.
- Cases of mob justice are particularly challenging for the Police to investigate and prosecute because they often involve entire communities or villages.
- Funding of activities to implement the Charter is limited.
- Population pressures due to the high birth rate
- High maternal and infant mortality rates
- Civic education of the masses before, during and after elections
- The worldwide economic downturn affected Uganda's efforts for growth in social, cultural and economic spheres.
- School enrolment and drop-out rates have remained a challenge due to social, economic and cultural pressures
- Unemployment.
- Full participation of civil society in compiling periodic reports.
